Sony has developed the following Summary and Detailed Reports of Accessibility Information for select products.  We hope that this information will be helpful to U.S. Government purchasers as they make purchasing decisions in light of the requirements of Section 508 of the U.S. Rehabilitation Act. 

The following Summary Report sets forth each of the major categories from the accessibility standards of the Architectural and Transportation Barriers Compliance Board (36 CFR Part 1194) and denotes which of these standards we feel is applicable to each Sony product and, in turn, which are supported by features of the Sony product.  The Detailed Report delineates each of the specific "Electronic and Information Accessibility Standards" set forth in the Board's standards and explains the specific features of the Sony product that support particular standards.

The Sony CLIE® handheld series of products, when attached to a personal computer, via a cradle, contain numerous accessibility features as described on the following pages.

Note: Please refer to the analysis for the Sony® CLIE® Handheld as a standalone device, when appropriate.

1194.21 Software Applications and Operating Systems - Sony CLIE® Handheld When Attached to a Personal Computer, Via a Cradle, Detailed Report (For Applicable Standards Only )
Standard Supporting Features Comments
(a) When software is designed to run on a system that has a keyboard, product functions shall be executable from a keyboard where the function itself or the result of performing a function can be discerned textually.

When a Sony® CLIE® Handheld is attached to a VAIO® personal computer, via a cradle, the personal computer’s application menus can be navigated from the keyboard.

Microsoft® Windows® StickyKeys, FilterKeys, and ToggleKeys, and
VAIO® personal computer Easy Access Internet buttons adhere to user assignment of shortcut keys.

"Fn" key works like a Microsoft® Windows® StickyKey when pressed 5 times.


The Sony® CLIE® Handheld is a stand-alone device, and if it is attached to a personal computer via a cradle, the technologies provide “supporting features.” Please see the column for supporting features for related information.
(b) Applications shall not disrupt or disable activated features of other products that are identified as accessibility features, where those features are developed and documented according to industry standards. Applications also shall not disrupt or disable activated features of any operating system that are identified as accessibility features where the application programming interface for those accessibility features has been documented by the manufacturer of the operating system and is available to the product developer. When a Sony® CLIE® Handheld is attached to a VAIO® personal computer, via a cradle, applications do not interfere with the Microsoft® Windows® operating system or accessibility features.

(c) A well-defined on-screen indication of the current focus shall be provided that moves among interactive interface elements as the input focus changes. The focus shall be programmatically exposed so that assistive technology can track focus and focus changes. When a Sony® CLIE® Handheld is attached to a VAIO® personal computer, via a cradle, the Microsoft® Windows® focus tracking is indicated on the screen and programmatically exposed for applications.

(d) Sufficient information about a user interface element including the identity, operation and state of the element shall be available to assistive technology. When an image represents a program element, the information conveyed by the image must also be available in text. When a Sony® CLIE® Handheld is attached to a VAIO® personal computer, via a cradle, the information about user interface elements is made available to assistive technology and text equivalents.

Program element images are available for applications that adhere to standard (typical) Windows® application programming interfaces (APIs).

(e) When bitmap images are used to identify controls, status indicators, or other programmatic elements, the meaning assigned to those images shall be consistent throughout an application's performance. When a Sony® CLIE® Handheld is attached to a VAIO® personal computer, via a cradle, the icons (bitmaps) maintain their meaning in applications.

(f) Textual information shall be provided through operating system functions for displaying text. The minimum information that shall be made available is text content, text input caret location, and text attributes. When a Sony® CLIE® Handheld is attached to a VAIO® personal computer via a cradle, the textual descriptions (including text content, text input caret location, and text attributes) for displaying text are provided for applications that adhere to standard (typical) Windows® application programming interfaces (APIs).

(g) Applications shall not override user selected contrast and color selections and other individual display attributes. When a Sony® CLIE® handheld is attached to a VAIO® personal computer, via a cradle, the user- selected color and contrast schemes and other individual display attributes are maintained.

(h) When animation is displayed, the information shall be displayable in at least one non-animated presentation mode at the option of the user. When a Sony® CLIE® Handheld is attached to a VAIO® personal computer, via a cradle, the PC’s animation is not the only means of conveying functional information; the user has the option to choose another presentation mode.

(i) Color coding shall not be used as the only means of conveying information, indicating an action, prompting a response, or distinguishing a visual element. When a Sony® CLIE® Handheld is attached to a VAIO® personal computer, via a cradle, the personal computer does not use color coding to convey information or require actions, nor does the personal computer use color coding to prompt responses or distinguish visual elements.

(j) When a product permits a user to adjust color and contrast settings, a variety of color selections capable of producing a range of contrast levels shall be provided. When a Sony® CLIE® Handheld is attached to a VAIO® personal computer, via a cradle, the personal computer’s software applications follow the user's settings for font size, color, and contrast.

(k) Software shall not use flashing or blinking text, objects, or other elements having a flash or blink frequency greater than 2 Hz and lower than 55 Hz. When a Sony® CLIE® Handheld is attached to a VAIO® personal computer, via a cradle, the personal computer’s software blinks at less than 2Hz or greater than 55Hz. The cursor blink rate is adjustable to 2 seconds.

(l) When electronic forms are used, the form shall allow people using Assistive technology to access the information, field elements, and functionality required for completion and submission of the form, including all directions and cues. When a Sony® CLIE® Handheld is attached to a VAIO® personal computer, via a cradle, the personal computer’s form information, field elements, and functionality for completion and submission of electronic forms are accessible with assistive technology.

1194.24 Video and Multimedia Products - Sony CLIE® Handheld When Attached to a Personal Computer, Via a Cradle, Detailed Report (For Applicable Standards Only )
Standard Supporting Features Comments
(a) All analog television displays 13 inches and larger, and computer equipment that includes analog television receiver or display circuitry, shall be equipped with caption decoder circuitry which appropriately receives, decodes, and displays closed captions from broadcast, cable, videotape, and DVD signals. As soon as practicable, but not later than July 1, 2002, widescreen digital television (DTV) displays measuring at least 7.8 inches vertically, DTV sets with conventional displays measuring at least 13 inches vertically, and stand-alone DTV tuners, whether or not they are marketed with display screens, and computer equipment that includes DTV receiver or display circuitry, shall be equipped with caption decoder circuitry which appropriately receives, decodes, and displays closed captions from broadcast, cable, videotape, and DVD signals.

Some Sony VAIO® desktops include TV tuners and are equipped with secondary audio program playback circuitry, and when a CLIE™ is attached via a cradle to these desktops, they provide access to secondary audio program playback.

 
(b) Television tuners, including tuner cards for use in computers, shall be equipped with secondary audio program playback circuitry. Some Sony VAIO® desktops include TV tuners and are equipped with secondary audio program playback circuitry, and when the CLIE™ is attached to the PC via a cradle, the CLIE™ and the VAIO®, together, provide secondary audio program playback circuitry.
 
(c) All training and informational video and multimedia productions which support the agency's mission, regardless of format, that contain speech or other audio information necessary for the comprehension of the content, shall be open or closed captioned. Supports open and closed captioned material.

 
(d) All training and informational video and multimedia productions which support the agency's mission, regardless of format, that contain visual information necessary for the comprehension of the content, shall be audio described. When the CLIE™ is attached to a Sony VAIO® PC which has a TV tuner, the combined CLIE™ and VAIO® PC support video presentations.
 
(e) Display or presentation of alternate text presentation or audio descriptions shall be user-selectable unless permanent. Allows user selection unless permanent.

1194.31 Functional Performance Criteria - Sony CLIE® Handheld When Attached to a Personal Computer, Via a Cradle, Detailed Report (For Applicable Standards Only )

(a) At least one mode of operation and information retrieval that does not require user vision shall be provided, or support for assistive technology used by people who are blind or visually impaired shall be provided. When a CLIE™ is attached to a VAIO® PC via cradle, all of the PC’s toggle LED indication for Caps Lock, Numlock, and Scroll Lock functions. Applications that use toggle keys provide an audio indication through Microsoft SoundSentry® when the toggle keys have been activated or deactivated.

(b) At least one mode of operation and information retrieval that does not require visual acuity greater than 20/70 shall be provided in audio and enlarged print output working together or independently, or support for Assistive technology used by people who are visually impaired shall be provided. When a CLIE™ is attached to a VAIO® PC via cradle, the PC’s applications that use toggle keys provide an audio indication through Microsoft SoundSentry™ when the toggle keys have been activated or deactivated.

(c) At least one mode of operation and information retrieval that does not require user hearing shall be provided, or support for assistive technology used by people who are deaf or hard of hearing shall be provided. When a CLIE™ is attached to a VAIO® PC via cradle, the PC does not require user hearing to operate or for information retrieval.

(d) Where audio information is important for the use of a product, at least one mode of operation and information retrieval shall be provided in an enhanced auditory fashion, or support for assistive hearing devices shall be provided. When a CLIE™ is attached to a VAIO® PC via cradle, the PC’s volume level is selectable and headphone jack is accessible.

(e) At least one mode of operation and information retrieval that does not require user speech shall be provided, or support for assistive technology used by people with disabilities shall be provided. (f) At least one mode of operation and information retrieval that does not require fine motor control or simultaneous actions and that is operable with limited reach and strength shall be provided. When a CLIE™ is attached to a VAIO® PC via cradle, the PC’s controls, keys, and latches are tactilely discernible without activating the controls or keys. The F and J keys on the keyboard have raised marks. Controls, and jacks (including headphone and microphone jacks) are located on the side of the system for easy access. Controls, keys, and latches require less than 5 pounds of force to actuate; are operable with one hand; and require no bending or fine motor controls. Display latch release, and multibay removal require only one hand with no simultaneous action.

(a) Product support documentation provided to end-users shall be made available in alternate formats upon request, at no additional charge. Product documentation is provided in softcopy on the shipping hard drive, on the System Recovery CD (SRCD) and via the support web site to be used by screen readers, or printed by Braille embossers.  
(b) End-users shall have access to a description of the accessibility and compatibility features of products in alternate formats or alternate methods upon request, at no additional charge. (c) Support services for products shall accommodate the communication needs of end-users with disabilities. Every effort is made to provide support services in a manner that will accommodate the communication needs of end-users with disabilities.
